Taskbar keeps popping up over fullscreen apps

So, this has been happening for a couple weeks. If I'm watching a Youtube video on fullscreen, after a few seconds, maybe around 20, the taskbar appears over the video. If i click on the video, the taskbar disappears again without the video pausing, but then a few seconds later it appears again. I've tried re-starting Windows Explorer, I've tried rebooting the laptop and I've tried power cycling it, and it still happens.

 

I don't know if this info is necessary but I'll add it anyway.

 

It's a Lenovo Yoga Slim 7i Pro 14IHUS laptop with an Intel Core i5-11300H CPU with Intel Iris Xe integrated graphics and 16GB of RAM. I'm running Windows 11 23H2, version 22631.3593.
