microstutters after installing new windows

i installed a new copy of windows and before doing that i didnt have these microsutters in rainbow six siege, they arent gamebreaking but they are frequent and annoying especially with such a high end build

specs:

win 10 pro

rtx 4090 driver 551.86

7950x3d

32gb ram ddr5 5600mhz cl36

980 pro ssd

i had windows 11 before and i downgraded to 10 because i was testing something.

i tried ddu and rolling back to older driver

im using prefer cache so i didnt install vcache driver

i updated everything and all the drivers

any reason why this happened? i could just try and roll back to windows 11 but id rather look for an easier solution and please no one ask me why i switched to 10 i just want replies related to fixing my problem, thanks in advance!

Pretty sure with your 7950x3D and any 3D V-Cache part for that matter: Windows 11 is mostly a requirement at this point to get it to function correctly (due to the improved scheduler behavior found on Windows 11).

Sounds like that is possibly it.

You're welcome brother! Hope, it fixes your issue.

It's also recommended to have Game Bar/Game Mode active and enabled, with the latest chipset driver installed.
