Printer issue: Is 100% a separate printer feature/component?

My Epson XP-640 printer is having problems printing black ink. However the problem is super specific, and I don't understand the cause.

 

Below are some documents I printed. As you can see, 100% black is having a problem with fill, the outline appears to print properly but the infill is basically nothing. This appears to apply to text and other shapes as well. What is the component in a printer responsible for filling in black, and how come it seems to work perfectly for any other shade of grey?

Problem persists after replacing black ink cartridge

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

some printers have a separate black tank for black/white or color prints, dont ask me about the specifics of how and why, but there are two types of "black" in a printer.

So, the black outlines are printed from one black cartridge, and the black fill might be printed from the other?

 

If that's the case, what causes the black fill cartridge to fail to print 100% completely? If the 100% fill was only capable of filling in 80% I wouldn't really have an issue. Cause that would be dark enough.
