Software for TV tuner

I am looking for software to display input from S-Video on a PCI TV tuner on my PC (TouchSmart IQ770). I could use the Hauppage software for the TV tuner, but I would need to purchase a license key (or...) and I would love to avoid doing so. The tuner is not DirectShow compatible so I cannot use VLC. I have tried Windows Media Center but it does not work well; setting up the tuner is an absolute mess.

Software can't use too new of a graphics API - OpenGL 2 and DirectX 9.0c at maximum - due to the limitations of the GeForce 7000 card in the system. Windows 7 64-bit is the OS.

Perhaps an old version of OBS or similar could do what I want?
