No Power - Workstation Help

Hello there Everyone!

Thank you for taking the time to open this topic, I have a Dell OptiPlex 3080 that we used here at home a couple of years back and we now want to use it for a home computer for our daughter.

I have attached a video of the behavior the PC is having and a picture of the model number, We haven't done anything to the PC other than placing a new SSD on it

I have removed the SSD and left the original HDD in the PC and tested to see if that was the issue but still the same.

Not sure if the issue is the power supply 

I have attempted the following :

-Different outlet
-Different PSU cable
-Removed the new SSD
-Removed the old HDD and left the new SSD
-Removed one ram stick
-reseat both ram sticks

Another important item is that this PC was not in use for about a year I would say, it was stored but before that it ran great
