AIO SMELL

Hello i have a concerns with my pc smell like burnt plastic when i turn it on at first i thought it was nothing and then my family kept on saying that it really smells 

 

it seems to be coming from my AIO

 

i unplug my cpu fan from the AIO and the smell was gone

 

search about it online some say the power usage of the fan  check on it on the BIOS it was running 1400 rpm is that to fast should i lower it into what im not really sure i this area

yup no smell, tried unpluging my fans from the aio and turned it on. also tried lowering the rpm of the fans it doesnt smell that bad anymore but when you smell it up close I can still smell it faintly. is there a high possibility that my fans are defective?
