I am going to get a cpu air cooler with 2 fans, can I plug the second fan into the pump header on my motherboard?

yes you can. The fan you plug into the Pump header will run at 100 as a Default.

You could even use a Y splitter and use 2 fans on the pump slot as pump headers Give 3A and most fans only require 1A.

You can plug the fans into any fan header, technically. Each header should be individually controllable in the BIOS. Unless its a real cheap, no name cooler, it'll likely come with a splitter so both can be plugged into a single header, however.

From what i can see on the pic in the amazone link it does not. but the manual does say it comes with  one as GuiltySpark showed

The installation video on the Amazon page shows one of the fans with a splitter power cable.
