tbf if you get sent the wrong thing or it's damaged when the seller didn't disclose that, you can keep it and get a refund if you buy off of ebay. Games, programs or workloads that it will be used for: 

This is gonna be my first pc build, and I'd like to know if there are any issues or improvements i could make with the parts list before I pull the trigger, I most likely won't be buying anything for like a month so I have plenty of time to consider my options. My budget is £400 and I don't really play games that often, the main games it will play are Hitman 3, Sniper Elite 5 and maybe some GTA V.

With a that low budget I won't buy new, you can get decent used PC that'll perform better

But that falls apart if you buy from Aliexpress, shipping will cost more than the parts 😛

You can use some trusted payment site with a return policy, not sure what exists in the UK

The UK used market is not great so aliexpress for the gpu is really the best option i can find, shipping is free and tax bring the rx 5500 xt to around £90, they seem to have some form of basic buyers protection and quite a few of these cards have been sold buy this company with good reviews, but i will look into the used market for the other components @PDifolco @Hellowpplz

seems legit. I would try bidding first just don't get attached to one. If people keep on overbidding you and it goes above the price of the 1660, stop and look for another one. 
 

As for the other parts... @PDifolco should check it I'm not the best at making sure builds are balanced.

Bwah they're not great at all, Ryzen 4500 with a B450 board and a RX5500...

A 3600 would be better imo, and I'll never buy a "new" Aliexpress 5500XT, it's definitely a ripoff/clone of dubious quality
