VRAM is way faster than normal RAM so if that were possible(which it is with AMD gpus + AMD cpus AKA SAM) the performance would not be great.

in some cases the RAM is taken up anyway automatically if you don't have enough VRAM. some of the RAM is taken to offset it.  Though it won't be as fast and might get some texture issues, but if you play on Low and all that jazz you shouldn't get too much bad stutters or drops in FPS just really crummy textures.
