Pc won't boot (different pc)

Put a new graphics card in my other pc and when I go to boot it up it shows this screen and shows the vga light on, on the mobo I've reseated the gpu multiple times and have tried different pcie slots and this is screen is all I see. This is a brand new psu and graphics card.

If possible, please return your Redragon PSU as its on the 'Tier E • Avoid' in the PSU Tierlist for ALL units.

This might even be the issue.
