Super solid start, keep in mind you can switch your country to Germany in the top right hand corner of PCpartpicker's webpage. Better to select Germany than do your build list in US, as it may not have the same parts in stock and the prices can be drastically different.

I changed a couple things, but for the most part it's still what you have picked out. You could fit a 7950X3D within your budget as well.

https://de.pcpartpicker.com/list/jthRyg something like this but i read somewhere that i should go with a x670e motherboard and not a b670 one since it has more fetures for a r 9.  What do you think ?

That will work just fine. You can do an X670E if you'd like but it won't make a huge difference for the price. This B650 should be able to handle the 7950X3D just fine.

If you choose to go with a dual tower air cooler than you normally want low profile RAM so that the heatsinks don't impede said dual tower cooler. Example:

https://de.pcpartpicker.com/product/QzP8TW/teamgroup-t-create-expert-32-gb-2-x-16-gb-ddr5-6000-cl30-memory-ctcwd532g6000hc30dc01

Or you can go with an AIO so that you can use that set of ARGB RAM.  Here's a case that's easier to work with. Replace the 140mm exhaust fan that's included with this case with the 140mm ARGB fan down below.

The 7950X3D performs worse than the 7800X3D for gaming.

No, it will not be any better. There will not be a performance difference between X670E or or that B650 board. Look for whatever White X670E board fits your budget, I don't have any to recommend because I don't think you need one. They're also much more expensive especially in white.

this is a nice build one more question is there any white 4090s that arent expensive

The Gigabyte Aero OC White I listed in the part list I replied with is the best white card price to performance wise. It's also the least expensive white 4090 in general.
