I just built my first pc and I go to boot it up everything is going fine I get through the bios and as I’m in the middle of downloading windows the pc shuts off. I try turning it back on again and now only the cpu fans and the exhaust fan turns on. There are red lights on the CPU and Dram on the motherboard and it no longer boots up or anything. What do I do?

A first step would be to reseat the RAM and CPU (also check if there's enough thermal paste on the cooler and check if you accidentally left the peel on the cooler).

Also, check if all power cables are seated properly.

English is not my first language, so please excuse any confusion or misunderstandings on my end, also I like to edit my posts a lot.

I tried all that and nothing worked it still shows up red with the cpu and dram. Any other suggestions?
