My friend is stressing as hes done a bottleneck calculator and it says its bad, ive tried to tell him theyre bullshit but he just needs some reasuurance.

 

Is an RTX 4070 and a Ryzen 7-5700X a good match?

Most if not all bottleneck calculators are absolute garbage.  They really mess with people who don't understand how or what bottlenecking is.

pc-builds.com is pure trash.

 

The 5700x and 4070 will pair quite nicely together 🙂 Would your friend get slightly more performance with a better CPU? Yes.
Will your friend get more than playable framerate with a 5700x? Oh Yes, Absolutely 🙂  Your friend will have a fantastic gaming experience with this combo.

He's looking at upgrading his CPU and hes stuck between Ryzen 7-5800x3d and Ryzen 9-5900x, which would you recommend?

For gaming? The 5800X3D all the way, no question about it.
