That "AGP" interface is incorrect - it is an old graphics card interface that predates PCI-Express. I would gather that the only difference about these cards is perhaps the clock speeds, but the difference is minimal at best. The SWFT might be a bigger card, but I do not think it is worth the extra cost.

it is what it is

Yeah, I was reading the reviews on the card and the cheaper one, people were having problems with the card like it was running hot and it was giving errors.

Also, the 400$ one arrives before Christmas, and I would like to have it before Christmas or on Christmas day. Or a little after words. The cheaper one arrives in January. My current PC is dying on me.

Seems like you have good rationale to pull the trigger on the $400 card. I'll say that as an RX 6800 owner myself, it is a very good card and you will have no issues with it (knocking on wood).

What 6800 do you have? Also, I was looking to step down to a 6750xt or a 4060ti for price reasons. But all the cards I look at the poor reviews are really bad. I am concerned that if I dont spend a lot of money on a good card it will not be good. I've saved up for a long time for this and if its bad I dont know what to do.

I have the founder's edition card, and use it for ultrawide 1440p gaming. Luckily for you, most card manufacturers have RMA processes so if a card does end up nonfunctional, you can return it. Don't let the poor reviews sway you - every product will have poor reviews. Use your gut and buy something with a good return / RMA policy.
