I'm out of ideas of what to try. My screen is flashing every 20ish seconds when streaming video through Amazon only when in fullscreen. Same every 1-2 minutes streaming through disney. Also noticed on other websites, but not youtube or games. I recorded it in slow motion on my phone to try to see the frame, and it's a second image of what's being currently displayed shifted roughly 50% up, on top of the current image. I'm strongly guessing it's a graphics card issue somehow. I have a MSI 3070ti suprim X, Ryzen 5 3600, and 32GB DDR4 Ram overclocked to 3600 CL14 (specced 3600 CL16) with some secondary timings altered too. 1440p resolution. I've been running this setup for 2 years (including the RAM overclock, which has never had any problems) and the issue only started roughly 2 months ago and have tried updating the nvidia graphics driver and wiggled the card around in the slot (not fully reseated it because it's a right pain to get out as the card is so huge it's really hard to get to the latch).
