It's happening frequently, whenever I boot my pc the motherboard has this yellow and red light blinking and pc doesn't boot up for a quite long so I have to turn off the pc and restart the pc to make it work, don't know why it's happening, anyone suggestion or help would be much appreciated.

they are the leds indicating which part the motherboard is initiating,,ie cpu ram drives vga

 

so you need to identify which leds are the ones actually flashing...its probably memory training, is your memory set to xmp in the bios, check that the bios/cmos battery is not dead

yes the XMP is enabled, and as shown in the video if I left my PC ON even after an hour it remained in the same state and both LEDs blinked.
