My main focus is best power in as small as possible form factor, with adequate cooling for it not to be super loud. Was thinking of getting the NUC 13 extreme (the Intel Core i5 13600K variant) + a 4070 Ti, but I'm not sure if it's the right choice considering the last gen CPU.

I wouldn't worry too much about going with 13th gen with the 14th just released. If you watch any tech YouTube channels, you'll find out pretty quickly the new 14th gen Intel's haven't been received well.

 

On the topic of your PC, I wouldn't advise going with the Intel Nuc's. They're pretty cool for their size but you're paying a 'size' tax and since they are low volume items, your paying more than you should.

 

As your PC has been labelled as 'Under-TV' what are your space requirement / restrictions?

 

I love SFF builds so hopefully I can point you to a good case that will fit.
