so a 750w with 3x8 pin layout or should i go even higher

Depends on available budget. Often one finds the price differential between the 750W and 850W model is less than €10. In that case for sure go with the 850W model. But I wouldn't get a less well considered 850W over a higher quality 750W.

Consult https://cultists.network/140/psu-tier-list/ for rankings. This list is a bit dated when it comes to ATX 3.0 qualified PSU. If budget allows, consider an ATX 3.0 model as they are better able to handle transients.

Budget (including currency): Unltimited Euros Rtx 3080 is about 367 euros plus shipping and buyers protection so about 410 dollars usd

Country: Germany

Games, programs or workloads that it will be used for: Games

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

Cpu: Ryzen 5 5600X

Gpu: Msi gtx 970 I know crazy old ( Payed 150 euros=160 dollars in 2021 😞 )

Ram: 16 gb ddr4 3600 mhz

Psu: Cosair Rm 650

Storage: Samsung 970 1tb nvme

Cpu Cooler: Cosair 240 mm rad

Case: Cosair 4000D airflow

Motherboard: Msi tomahawk b550

I am thinking of getting a rtx 3080 non Fe so with 3x 8 rails But i fear my Rm 650  cant handel the load and it  only has 2x8 pin rails. Do I have to consider upgrading my powersupply or can i use my old one with a adapter maybe ?

also thinking fo getting 32 gb of ram. Any advice would be nice 🙂 btw I have found a rtx 3080 for 267 used but seems ok I dont know if that is to good to be true but the buyers page looks like member since 4 years and sold some stuff I can give you a picture if needed

Don't skimp on PSU. The 650W unit would likely be fine in an unstressed system. But as soon as one started to push the GPU it is unlikely the RM650 could handle the transients for which the RTX 3080 is known.

80+ ratings certify electrical efficiency. Not quality.
