I'm helping a friend with his MacBook a1708 and he's having an issue with no display but the backlight comes on with a boot sound but no lights on the keyboard or the logo. Checked all the connections and removed the SSD checked the battery connection but no luck. Then I noticed this. Does these look like broken connections to the chip?

They don't really look broken to me. If you want to check, grab a multimeter and check resistance across the two pads on either side. That piece is an inductor, and it's basically just a fancy piece of wire, so if it's working correctly it'll have resistance very low.
