What do you mean by stuttering issues? Frametime consistency? In that case, it's probs a Windows issue. DM me and I can provide a legitimate Windows ISO.

Your keyboard and motherboard RGB LEDs will stay on after shut-down because the PSU always supplies 3.3V and 5V power. You can configure motherboard LEDs to turn off in the BIOS.

Your GPU's fan going at full speed momentarily is also normal. This is the GPU testing that the fan is okay.

Can you send me a massage to explain beacuse im new

If you're getting a relatively high FPS but it still feels "choppy", that's an issue with inconsistent frametimes. Common issues are memory running in single-channel and Windows 11. Making sure your memory is dual-channel (at least two DIMMs, in every other slot) and installing Windows 10 often helps.

The reason motherboards continue to supply 3.3v and 5v power even when the computer is shut down is because the computer needs voltage to know if the power button is pressed, and thus when to turn on.

The reason the GPU fan spins up to 100% briefly is for the GPU to check that the fan is able to spin freely. It tells the fan to spin up to 100%, then monitors the expected fan speed to check that it's okay.

Thanku for helping me but i have a corsair dual channel 3000mhz of 8gb

I see! Try rebooting the computer, going into the BIOS, and checking that XMP is enabled (or set to Profile 1). What are the full specs of your system? What OS are you running?

I see. Try re-seating the memory (taking it out and putting it back in). Also, try updating your GPU drivers.
