Look at the used market for cooperate tiny/mini PCs. 

Raspberry Pi isn't a great recommendation these days.

 

Fujitsu Q520 (i5 or i3 Hashwell) can be bought for $50. This still outperforms the raspberry pi.

If you want to buy new you can get an Intel N100 mini PCs for $150.

What about 350, I'm looking to play PS3, PS2, PS1 games.
