I built my parents a computer many years ago. I came to visit them and I’m trying to diagnose the issue. when you try to turn the computer on the psu clicks immediately and the computer shuts down. 
 

here are the things I’ve tried

1. reset bios

2. I removed all components from computer except mobo, psu, cpu, ram

3. Tried both sticks of ram individually in each slot. 
4. bought a new power supply the computer now turns on for 2 seconds but shuts off (no click)

 

there are surface led lights for diagnosing and the only one that’s lit is sb_power. Unfortunately I’m thinking the board or cpu was fried from a power surge.

Sounds like the PSU went and took the board with it.  Could have been a power surge, ask them if they had to reset their stove clock recently.  Do they use a UPS with the PC or do they just YOLO it and plug it straight into the wall?

Yea that’s what I was thinking too. It was plugged in to a power strip surge protector but didn’t seem to help. I know there fridge went out to for the same reason. I just wanted to make sure I was missing anything before we build a new one

What kind of power strip was it?  I've used higher end APC ones or just an APC UPS.  Those $9 surge protectors don't really protect anything.  Something like this would have likely saved it but it's really hard to tell because you'll never get an honest answer out of the power company.  Usually surges happen when they switch substations and re-route power a different route in their grid.
