With v-sync / adaptive sync disabled, then I can't think of anything that the monitor can do to throttle your GPU.

 

HDMI should not be an issue on a regular gaming monitor, you'd need a very large one to exceed HDMI's bandwidth.

 

Do you have any explanation for why your 3D Mark runs got such different results? Were you doing anything with the PC during the lower score run?

Run Prime95 stress test SmallFTT or the CPU test in OCCT, and monitor the temperatures.

The CPU might be throttling.

@191x7 I did Prime95 stress test SmallFTT and I got 100 degrees. Should I replace thermal paste? Or should I buy a new CPU fan?

Clean the cooler, repaste, retest.

Im not sure if youve already said but I cant find it you did, what cooler do you have?

I cannot do it right now, as my thermal paste is expired. I am thinking of getting new fans, since they're really cheap, Ill create a new thread when I get it and Ill only create it if it doesn't stop throttling it maybe. Thank you for your help btw!

Its a really crappy intel one, I realize its like not helping at all, I only have 1 good fan in my pc I realized, which is only my front fan.

Solve your temperature issue and it will solve your performance issues.

 

Cooler cleaning and paste re-pasting would help a lot, probably solve the issues.

 

A better CPU cooler would be recommended.

 

Fans, that's strictly on you. But just replacing the fans won't solve the issues, the CPU will still overheat since a 5 year old paste is no longer a thermal conductor but an insulator.

Theres quite a few cheap cpu coolers, would 100% upgrade from the stock intel pancake first and foremost with some good thermal paste, doesnt have to be top of the line paste or cooler, but arctic mx4 or noctua nh1 are both good value for money pastes and honestly most any other cooler is better than intels pancakes
