Graphics card low clocks

Hello, i recently updated my CPU from a 9700k to a 7900X and my OS to windows 11, since then i've been having a strange issue with my graphics card where the clock speeds are stuck at 660 mHz.
My first thought was that my pc wasn't able to load the drivers correctly and is using the basic windows drivers but device manager was only listing my 2080 Super.
Thinking it must still be a driver issue, i ran DDU and installed the latest drivers without GeForce Experience, but the issue persists.
Doesn't happen often and can be solved with a quick shutdown and restart, but it's still annoying having to potentially boot my pc twice before i can game.

Can you use the msi afterburner overlay to monitor it's clocks in a stress test like furmark? FurMark Downloads (geeks3d.com)

Ran FurMark and the card is currently running normally, base clocks 1620, under load hovered in the 1800's and peaked at 1980 mHz.

Then your card's normal. Most gpus downclock when they're not doing anything

Latest AMD chipset drivers downloaded from AMD?

Problem is the clocks are STUCK, if i launch a game they remain at 660mHz and i get single digit fps and i can even see some stuttering with youtube videos on my second monitor, i have to shut down and restart my pc to fix it.

Then it's a driver issue. Try all the windows updates and try changing your gen speed on the pcie lane too
