Games, programs or workloads that it will be used for: games like Star Field Red Dead redemption cyberpunk 2077 phantom liberty armored core 6 etc

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): currently have i5 12400f rtx 3070 lhr b660 mobo from gigabyte 16 of ram 650watt nzxt pay 80+ gold I have a razer keyboard and glorious mouse and MSI monitor that's 1080p 

I want to upgrade my computer but I don't know if I should upgrade my GPU and ram or CPU and ram or GPU and PSU I wanted to get a 4070 mainly for the dlss3 and vram upgrades and less power consumption but I'm seeing things about bottlenecks so now I don't know what to do.

The 7800 XT is set to be a little faster than the 4070 for $100 less while also having more VRAM. The 4070 would still be more efficient, but not by a significant margin. DLSS 3 or FSR 3 won't be relevant for either of these cards at 1080p (Star Field should be much more optimized in the future). I would actually suggest scoping out FSR 3 for a little bit with your existing system & see if you still want to upgrade. The 12400F + 3070 is a great pairing for those games already.

Gaming X, I'm going to guess? At best on the CPU ill only do 13400F which is not enough of an upgrade to appeal on CPU side. RAM is easy, 32GB of 3200C16 costs as much as a bucket meal now, and for PSU you should be able to keep that 650 unit but 750W is preferable for 7700XT or 7800XT which would make the most sense in the room. Wait for the benchmarks as @Why_Me suggests.

 

In terms of peripherals, keep them all. It should be fine even though i would prefer a Razer mouse just so i can live with only 1 bloat.

The 7800xt stuff has been shown and the recommended psu is 700 would I be fine with a 650 watt PSU?

Only if you can run 2 seperate PCIe cables. The 7800 XT won't overload a 650W unit, but you can gradually overload the cable and potentially cause damage to the card and/or the PSU when using a splitter.

I have one of those single cable things the type that connects to a 3070 and other cards like that.

I see I bought a prebuilt computer so my pcie cables for the GPU is the 3 and 2 one.
