There's a utility called TransMac that should let you create a Mac OS install flash drive in Windows.

If Internet Recovery fully boots (use Ethernet if at all possible), try turning the system clock back to 2015. The OS installers for old machines have security certificates that are now past their expiration date.

so i got a a1286 macbook pro but it does not come with macos but has a hard drive and i dont have anothor macbook to do this on and internert recovery is not working it the gobel will spin then stop spining and the internet recovery will never start so i how i install macos on usb so i can install macos

Did you buy this new? If you bought it new and it doesn't have macOS on it by default then you should definitely contact apple support.

 

If you bought it used or otherwise in a way that would void any sort of warranty, try to flash a distro on the PC (Like the ones found here: How to download and install macOS - Apple Support) and try to boot from the recovery drive.

 

Also, if you have another mac, you can easily create a recovery drive on it that you can then use to recover the broken mac.

i don't have another mac and this mac is a couple of years old but yea i bought it used and your other tips dont help

i did that but nun of that work and i dont have another mac

I had the same problem with my 2020 macbook air intel i5 version and my sister's 2020 macbook air m1 chip version. I found that it worked if you got an adapter from usb-c to ethernet and did internet recovery that way

Other option is to find a friend with a mac and follow the instruction on apple.com to create a bootable macOS installer and boot from it by holding down the option key during startup. https://support.apple.com/en-au/HT201372
