I have this old computer, and as an inter sting side project I intend to upgrade it as much as I possible can while staying on the same platform. It has an Intel DH55TC motherboard with an Intel Core i7-660. I've done my research and ordered a same generation i7 that is compatible with the board, in addition to the max 16 GB of DDR3 the system supports. I'm still on the fence in terms of a possible GPU however, since the i7 does not have integrated graphics. I'm tempted by something like a GTX 980, but I wanted to hear others thoughts. (and other things I could/should also upgrade)

Side notes:
- I got a replacement PSU bc I don't trust the old one
- I also ordered a USB 3.0 pcie card so I can actually connect modern peripherals.

To be clear I don't plan to daily drive it, I have an a modern computer for that, this just seemed like a fun project.

I'll assume you are talking about the 1st gen i7-860. For this poor thing, GPU-wise basically anything from the past 10 years will be an overkill, but something like used RX580 for $50-$60 would be waaaaaaay more than it can ever handle and still cheap AF.
