So right now I have RTX 3070 dual OC paired with I5-10600KF. The processor have been kinda slow and the bottleneck is visible. I was thinking of upgrading my CPU to a Ryzen 7 7700x but I was thinking is it too powerful for 3070? What processor would you suggest for me to get? What about PSU, do I need to uprgade it? Rn I have Seasonic 80 plus gold 750W.

Why do you think the 7700x is too powerful?
The 7700x will pair very nicely with a 3070 and if you plan on upgrading the GPU later you have a strong enough CPU to deal with that as well.
I personaly run a 7700x and an RTX 4080, I had to upgrade from a 9900k because it couldn't keep up with my GPU.
750w is more than enough, the 7700x actually uses slightly less power than the I5-10600KF.
I use a 750w with my system ( 7700x - 32GB DDR5 - overclocked RTX 4080 ). I use about 400-440w during very heavy gaming loads.

I used some kind of calculator from the web. Just hoping to get max out of my processor when I get it without bottlenecking

Dont use online bottleneck calculators, they are often unreliable and misleading ( Some are alright of course ) 🙂.    Your bottleneck with the 7700x and 3070 would be the 3070 in this case ( this is good ), the 7700x will allow the RTX 3070 to use all of its power as it will supply information fast enough without slowing the GPU down.

But don't I waste money if I can't get all out of my 7700x? Shouldn't I just buy some lower end cpu to make it more optimized?

I wouldn't say so but there are definitely diminishing returns with going 7700x over a slightly lower tier AM5 CPU.
Having a powerful CPU gives you room for a GPU upgrade later without having to worry about a CPU bottleneck.

If money is a concern then a 7600 is the way to go.

For example Ryzen 5 7600x

I would go with the 7600 over the x, its basically just as fast at a slightly lower price.

Do you have any motherboard and ram suggestions? Are there any difference between DDR4 and DDR5

I do! The MSI MAG B650 TOMAHAWK WIFI - Gigabyte B650 AORUS ELITE AX and Asus TUF GAMING B650-PLUS WIFI are all great AM5 boards with excellent VRM cooling and features.  I have used all of these in over 20+ AM5 builds without any issues with mulitple different 7000 series CPUs.  I personaly use the TUF B650.
I personaly like the Kingston FURY Beast 32 GB but there are a lot of other RAM out there that will perform exactly the same, I like it for its low profile and non RGB.

AM5 only supports DDR5.

Alright! Thanks again. Would it be necessary to upgrade the 7600 in the future when I could upgrade gpu?

I wouldnt say so, its a very fast CPU.  AMD will support the AM5 socket for atleast a few more years however and in 4-5 years time you can put in a new faster CPU and have a 'brand new system' without having to upgrade the motherboard and RAM. Very easy 🙂  Here are 2 pictures from Hardware Unboxed review of the 7000 non X CPU's, with a 10 game average at 1080p and 1440p with an RTX 4090!  You can see that the 7600 non X keeps up extremely well compared to CPU's that are almost 3 times the price ( 13900k )  The 7600 is an efficiency beast!

The 7600 non X also comes with a stock cooler that is more than enough, unless you want to reuse your current cooler.

What do you think about this motherboard? This is a bundle offer so this would go cheaper than to buy it with the non x version separately.

How much is it?

You'd have to get a cooler like the ag620 on top of it (around 60 or 70 bucks)

It should be yes.  sais AM5 compatible on their website.  It will use the supplied AM4 bracket as that is compatible with AM5  🙂

Atm I have the i5-10600KF with LGA1200 bracket. Does the AM5 bracket come with the motherboard or should I have it already? I'm not sure if I still have the old NZXT box lying around somewhere..

The AM4/AM5 bracket will come with the cooler, so if you dont have the box then you probably dont have the bracket =/
