Just to clarify, they are used for power delivery/signaling.  So they are omitted because cost, probably.  Its likely a lower end card that would not take advantage of the extra signal/power bandwidth even if it was available.

 

Typically you see this on cheaper cards which have less PCB layers and so they are cheaper to design and build as well as less material needed.

 

The card is designed this way and thats not why it isnt booting.
