RX 6600 fans won’t spin

I can’t get my GPU fans to run on boot stably anymore.  I was able to do it once by fiddling around with afterburner but idk if I got lucky or something but they just stopped spinning and won’t spin up again. 
 

It’s a Dell Optiplex 5070 with a i5-9500 and an RX 6600, so I can’t just adjust GPU fan curves in the bios or anything.

 

It’s a PowerColor Fighter RX 6600.

Ok after waiting like 5-8 hours with the system on the fans just randomly spun to life.  I’m stumped.  Please help I have to get this fixed because any game played with the fans not running maxes out the temps on the GPU.

You will need to do more research to decide on what you want to do.

 

But there are several older posts here and on reddit that mention issues with running MSI Afterburner and AMD software at the same time.

Some people say they can run both fine, but a lot mention problems that pop up. (you will get a bunch more topics if you look at the google results from reddit.)

All the recent forum threads and reddit posts describe users who have the "client/regular user" driver. You have what appears to be the "PRO/workstation drivers" and I know very little about it. So I'm not able to help with any other ideas.
