My needs:
1440P
27"
NOT ultrawide
IPS or OLED or QD IPS/OLED
True HDR, none of that fake imitation stuff
120hz+

Does not break the bank would be a nice addition.

Any thoughts you would recommend? Don't really care about looks or rgb or passthrough or bezel size, just the core specs that matter while not being TOO costly. I would say a cap of ~ $600, but it depends on what exists at that price

It would be nice if they did.
If all you care about is what you stated then this is the lowest price monitor that meets those specifications: https://pcpartpicker.com/product/wXRgXL/lg-27gl83a-b-270-2560x1440-144-hz-monitor-27gl83a-b
Has HDR10 which is superior to HDR400. I'll keep looking and see if there is an HDR10+ in the list.

Reviews say this is an HDR fake, supports tone mapping in software but the hardware does not give a true HDR experiance

Just get any brand in market that did 27" 1440p OLED, all using same panel from LG WOLED.

** except try to avoid Acer Predator X27U bmiipruzx as Acer is the only brand doesn't provide option to turn off ABL.

You want True HDR, you need to invest at least $800.

The best at the moment is Asus as it is the brightest. The most value is LG brand.

It all using same panel from LG, the price will be similar.

It's better than a lot of options, but now we're just getting into the nuance of types of HDR. HDR600 is typically considered "decent enough" for most people, but is barely considered "true HDR". Need to start getting into HDR1000-HDR1400 to have a chance at claiming "true HDR".
Edit: Clarification, by "have a chance" I mean that there are still plenty of displays with those certifications that would not be considered "true HDR".

Ok, what am I looking at then? I think I may go with mini-LED to avoid burn in and oled problems like the dead pixels around the edge.

Dealbreaker for me, I like my colors to be accurate and to be able to look at it from an angle sometimes

Unfortunately what you want just isn't currently available in the specifications and price range you have requested. I feel for you, but it is what it is.
If you want IPS Mini LED it gets more expensive, larger in size, and usually 4K resolution.

Yeah just look into all the options out there to make the panel last longer. I'll resist pushing you towards Linux to deal with the ClearType issues. Really just hope that HDR and the different display types geta lot more settled within the next few years so that all operating systems handle them better.

I would be fine with Linux, if it supported HDR. It has good text for OLED, but Linus cant seam to make HRD work on his kernel. Maybe there is some registry hack or system default font change I can use that fixes the problem. I will have the icons and taskbar set to hide with an animated background and automatic dimming/turnoff. Burn in wont be the problem, it will be preventing dead pixels along the edge as many reports of OLED say that pixels like to drop like fly's around the edge over time. ESPECIALLY if you do a manual burn in fix too often.

The text is not that smooth but edges but still sharp won't blur, frank speak the way Monitor Unboxed demonstrate the text output in not RGB pixel alignment OLED display is a bit over exaggerated than actual.

Microsoft will fix or not, no idea, but so far if you are using macOS, then no issue.

Here is the look for Samsung Odyssey OLED G9 text. This is QD-OLED 2nd gen which is 1440p also. I know it is different panel, but act similar.
