Pc won't start randomly

All signs point to a PSU issue.

If you are testing the voltage without the load it will only give you half the picture.

Your motherboard does a whole host of tests before running the boot sequence. As you cannot get to post or even a post error code. It sounds like the PWR_OK wire (the green one) is not being shorted issuing a shut down to the PSU. If this is a new PSU you can get it RMA'd but otherwise you will have to order a replacement to try.

Every time i start my pc, it doesn't respond to the power button, unless i turn off the PSU and hold the power button for around 10 seconds. After i do that the pc reacts to the power button, but the rgb on the motherboard lights up for a second, the fans barely spin for a second, and there is a loud clicking noise from the psu. With the help of my IT cousin we basicly dissasambled the whole pc and tested everything except trying to use a diffrent cpu, motherboard and a psu because i don't have any spare at home. Using a multimeter and shorting the green and black cable on the psu we determined that the psu is giving the right voltage. Is there any way to fix this issue without buying new components, because i have a tight budget. The pc is less than a year old, built by myself. To clariry this pc can boot, but it is very random.

Asus Rog strix b550-f gaming wifi II

Amd Ryzen 3600

Msi geforce rtx 3050 8gb

Gigabyte P750GM (750 W, 80+ gold)

Samsung 500gb SSD (boot drive) and a 1tb HDD (WD blue i think)
