Requires the PSU to be removed from power before allowing you to attempt to boot again?
It lights up then immediately shuts down?
All signs point to a PSU issue.
If you are testing the voltage without the load it will only give you half the picture.
Your motherboard does a whole host of tests before running the boot sequence. As you cannot get to post or even a post error code. It sounds like the PWR_OK wire (the green one) is not being shorted issuing a shut down to the PSU. If this is a new PSU you can get it RMA'd but otherwise you will have to order a replacement to try.
That’s my advice before looking elsewhere
