Strange Throttling in game, not sure what's causing it.

I have attached an image of the hardware stats when the incident occurs in game

Specs:

RTX 2070 max-q with 8 gb vram

i7-9750 2.6 ghz

32 gb ram

SSD

Windows 11

 

Basically, I have had instances with this laptop where the game runs perfectly and then randomly starts lagging for about a minute or so. I've taken a picture of the hardware stats to where you can see it running fine, and then it drops. One thing I consistently notice is that "GPU1 No Load Limit" and "GPU 1 Power Limit" always flatline during a lag spike. The temps looks fine, the power consumption looks fine. I think it's also worth noting that for this screenshot that I have my gpu locked at 1290 mhz and the cpu running slightly easier through throttle stop. I found these two things dropped my system temps from 80/90 to 70/80. Thank you to anyone who can help!

Try use HWiNFO or GPU-Z and see if the gpu Hotspot sensor is available. 

Also check PerfCapReason in GPU-Z.
