Are these components good and compatable with eachother?

All of these are compatible with eachother.  You definitely do not need a 1650w PSU.  A decent 1000w will do just fine. I run my 7700x and overclocked RTX 4080 on a 750w, max wattage drawn in heavy loads are 470w.  Save the money and get a decent 1000w, more than plenty even with an RTX 4090.
Between the 4080 and 4090, thats up to you. I will say that I love my 4080 and I dont feel I need anything more than this. Will do me just fine until the 6080 comes and I upgrade, and im a graphics / framerate freak.

That PSU is overkill. You can do well with just a 1000w PSU. Also all those Noctua Fans... I see you're going all out for Noctua. Well, not complaining as long as you're willing to shell out $$$$ for the fans.

The reason I just chose that one is because i original chose another one but it was like $600 so I tried to find one with the same specs but ended up finding that one where everything is the same other then the 1650 watts while the other one I found had 1300 watts and it was 80+ gold while the other one I found was 80+ titanium

I kinda just chose them because of Linus’s all Noctua pc and im willing to shill a bit. Also for the power supply see my respond to hinjima

Understandable. Just so we are clear, you do know that the +80 standard has absolutely nothing to do with quality and reliability, its the rating for efficiency.  A solid 1000w will do you just fine even if its +80 gold.  But again, you do what you prefer and see fit.

Either way, this rig will be sick and everything fits 🙂 Also, do you need a X670 motherboard? A cheaper B650 will do the job just as well.
But I am getting a feeling here that you are not out to save money, you are going all out am I right?

DO have a look at this video here, quality PSU's are often if not always, overspecced.

What powersupply starts at $600? Are you looking at only one local corner store and their prices?

 

Far better alternatives with a simple search, nearly half price as well and those are with the top of the line gucci brands as well.

Canadian prices are mad.  Even in expensive Norway where I live, the Noctua 4080 is 1775usd.  Actually just 75 bucks more than my RTX 4080 Gaming X Trio.

The one I found that was pretty exspensive was the be quiet dark power pro 13 1300w

Ok so the 4090 is better? The main concern for me between the two was that the Noctua 4080 wouldn’t have any heating issues

Yeah canadian dollars are not worth as much as American so every 4090 I found was $2000 or more

The 4090 is faster than the 4080. Thats about it. You don't have to worry about thermals with either card, all 4080's and 4090's from reputable brands are overbuilt.
My MSI RTX Gaming X Trio 4080 runs at 62c with 30% fanspeed in most games, being pushed hard at 1440p 144hz.
Silent, cool, perfect.

I do know the 80+ thing isn’t exactly quality scale but i feel like it is better at least having one with a better score just for power purposes and also for titanium they test all 4 wattages not 3 like with the other levels of 80+. Also helll yeahhh im going too o’ the liiine

Its 'easy' to make a + silver or + gold and still make a terrible, unreliable and dangerous PSU. However, Most +80 Golds will do just fine, the difference between gold and platinum is so small.  +80 gold is 87% efficient at 100% load and Platinum is 89% efficient at 100% load.   Been using +80 Gold since 2006, no problem with my Corsair PSU's. 
Going all out is absolutely fine, I just dont like spending more if I dont need it. I'd rather spend the money saved on a few games for my new rig.

Not really. Nvidia put a pretty harsh power limit in that really limits the ability to overclock this generation, the benefit of other versions are acoustics.
