TV has scrolly/ stuttery image

A couple of days ago now where I live there was some severe thunderstorms and we had a power outage so yesterday turned on my TV everything's working perfectly fine for a couple of hours then a study/scrolling image will start occurring this is happened a year or so ago s

 

 

o did just like then unplugged it let it sit for a while this fixed it last time but not this time so I'd be highly appreciative if someone could give me some troubleshooting options or anything actually
