loading textures problems

hello, i upgraded from i5 7500 1060 6gb to i5 13600kf 4070ti, and after this, i have this problem on all 3d games, old new all engines even games 1060 showed without this. new psu, new motherboard, ssd m2, formatted windows 10 and used DDU for graphic card driver, nothing changed. i have the same ram (2x8 corsair 2x8 kingston, 2400mhz), can't use xmp anymore for some reason (crash instantly after changing) maybe ram too old? used memtest all fine, can't copy the result images because exceed 20mb with the video, the curve is like 36000 until 2, 4000 at 64, 2000 until 1k and then even less, is that normal?
