Im new to the pc world and i want to know if i want to build a pc that can run almost any game at 1440p with this budget do i change anything and what cpu cooler do i choose.

It matters because not all prices are the same and that goes for component availability as well. With your budget I would be looking at 1080P so that you don't take a hit in frame rates seeing how that 3060 Ti 8GB is going to struggle at 1440.
