Your PC has space available on the disk? (Greater than 50GB?)

You've rebooted first? Do you have a system restore point to fail back to and attempt again from there?

There can be tons of reasons why updates fail. (OS corruption being one, which you can troubleshoot for ever, but end up needing to reinstall)

Sometimes its due to a service failure or your windows update service being an issue.

You can disable/enable the windows update services from services.msc. Delete and repair your Software distribution folders etc.

It can be a rabbit hole of pain.

Right Click Start > Run > CMD (As Admin)

sfc /scannow is the quickest way to attempt a repair of those services

Windows will check your system files for corruption and attempt to repair.

This does not mean it will fix the issue.

Will it fix over time if I do nothing? And would reinstalling windows 11 fix this perhaps?

Reinstalling windows would fix it.

The NEXT cumulative update would POSSIBLY fix this.

Could I just run the windows instillation for windows 11 and possibly wait for an outcome? I've tried everything  even the sfc scan. I do not want to lose my windows keys would installing it again from its website remove the key?

Are you signing into windows with a microsoft account? if you are, then your hardware key is stored with microsoft, so when you reinstall you would log back in with your key automatically.

You can however, extract your specific windows key from your current install.

Make sure if you have office, to find your office key, unless its office 365 using your MS account.

Or any other softwares you keep keys for. If needed.

My cpu usage keeps on spiking because of system interrupts the task? I have no idea what this is but if possible do you know of a solution?

System Interrupts can mean a resource contention.

Maybe disk is in high use - anti virus - long running task / high demand CPU.
