He uses ChoEazyCopy. It's basically just a GUI for the built in RoboCopy in Windows. Main reason they use it (apart from the funny name) is that Windows file transfers using the GUI are inexplicably still only single threaded, so can't saturate high bandwidth connections.

EDIT: Assuming this is for file transfers, I didn't watch the video closely. Good for getting an idea of what actual transfer speeds will be, rather than theoretical bandwidth numbers.
