I'd pay $30 for a R3 3100. It's really cheap for one, I'd be expecting them to go for more like $50-60, but if you just want it gone that should get rid of it quick. As for places to sell it, eBay is generally the go-to for fully online though just be warned the fees are massive and they side with the buyer in basically any dispute, while local sites will depend on where you are. Facebook Marketplace is the go-to for most places though.

If you put it up for $30 on ebay they will take $2.40 from you or something around that since they take 8% of the money made on sale.
