Weird Win Store Behavior after installing Languages

I'm configuring Windows 10 22H2 Machines with a Powershell script over several Reboots.

A Part of that is the Configuration and Installation of several Languages appx and cab Files, after that the Windowsstore develops a bug where it finds Updates for 17 Apps and wants to update them but just skims over them as they are already up to date. It does that everytime I click Update. It does actual Updates aswell if it finds any.

 

Has anybody an Idea how to fix this?

 

I already tried everything in the typical Blogs from wsreset to reregistering the Store App itself and ofcourse I rebooted the Maschines several Times.

Edit: the 17 Apps it loops over do not include the Language Packs
