Playing the Witcher 3 w/ ray tracing and DLSS-3 on my RTX 4070. I have frame generation turned on. Running in fullscreen mode and even though I have v-sync turned on at all times, whenever I leave the menu it keeps giving me way more frames than my monitor can handle (75hz) and causes massive screen tearing. Every time I go back into the menu to check Vsync is on, the framerate gets capped again, but the moment I leave the menu it shoots back up again.

 

Any way to fix this?

Skip the game settings altogether and use Nvidia Control Panel to hard cap your framerate.

Righto, I'll have to try using framerate capping in control panel, and vsync in game, because forcing vsync from control panel makes the game stutter like mad.
