how do i whitelist

so im trying to get belenaetcher to work, and ive tried whitelisting it, but the problem is, i cant find any whitelisting option on my pc, ive seen like 5 different tutorials and they all tell me to open settings > update & security > windows security > windows & threat protection, and then click "manage settings" but i literally do not have a button like that. this is how my screen looks when i open it, so if anyone knows how do i whitelist anything on my pc pls help because im going insane trying to figure it out

the actual problem is that every time i try to flash my flash drive using elenabetcher, a stupid error appers saying "user did not grant permission", even tho i i ran it as administrator, made myself owner of the file, and did everything i could
