My main questions are, are these parts compatible and if there are any other good cpu coolers for the 12900kf because I don't think the Dark Rock Pro 4 will fit the case (length wise). Thanks in advance.

The one thing I see, that is incompatible is the CPU cooler, as you noted. It is 5 mm to tall. I only found some random seller list the specs of your case though, so maybe you want to actually measure your case and check what fits in there. I'd go for the Thermalright Peerless Assassin 120 SE.

 

If you want some advice on the build in general, I'd advise you against spending all the money on the CPU/RAM and then getting a GPU with only 8 GB on VRAM. Especially if you want to use unreal engine for game dev purposes.

You don't want to pair that board with that unlocked i9 due to that boards 8 phase VRM design due to thermal throttling. Do you have a link to the site you will be purchasing from?

All the things on the upgrade list is from https://www.instar-informatika.hr , also only reason I'm not buying from another EU site is because the cost of shipping and customs will exceed the 2500 euro budget (which includes the monitor, controller and webcam).

Here's the thing about getting the whole setup outright. I've had my current pc,

for quite a while now (around 4-5 years) and the GPU is dying as well as the ram. So going all in on the cpu/ram is kind out of the question.

 

Ah also one more thing the "Thermalright Peerless Assassin 120 SE" is not being sold on the site. or anything Thermalright.

The 12900ks is just an overclocked version of the 12900k. And the 13900k is better than both

For air cooling the DP would be the best choice from that site. If you want to size up on your case then look at the Fractal Design Pop Air or the Fractal Design Focus 2.  Whichever of those cases cost less.

maybe not if the height it 163mm since my case overall is around 17cm maybe it would fit but scratch the glass pannel

 

how big is the Dark rock slim? with a 120mm?

The Slim won't handle that cpu. If that site offered the Deepcool AG620 then you would have a cooler that would handle that cpu while not interfering with your side panel.
