I was looking to build a gaming PC for a friend of mine and I haven't been keeping up with the general trends recently with gaming PCs as I haven't needed to. I have no idea if its cheaper to go for intel or AMD right now. There is

this deal going on right now at microcenter but I don't know which GPU to even put with this. Is arc worth it yet?

Build-a-PC kit is a year-round deal, its not limited time. And besides, youre not going to squeeze in a strong enough GPU for running warzone with the rest of the budget, if you dont already have other prerequisites like CPU cooler, PSU, and Case.
