I have a issue that I can't describe so here's a video. I hope someone can help fix it

run it at full screen not windowed full screen.

capture software will cause issues like this, use another PC to capture, or does this happen even without capturing?

Nope I don't think the issue is windowed fullscreen or capturing software because I tested it with exclusive fullscreen and without capturing software but I seem to be getting the same issue
