99% time i will gaming so 7800X-3D is choice.

And i found 1000w Platinum PSU.

Cool pretty much perfect then. 7800X-3D is a low power CPU usually under 100 watts so 1000 watt platinum PSU is plenty 👍.

Sounds like you got all the details worked out my dude 😎

Budget (including currency): 4000€ might go over

Country: Germany

Games, programs or workloads that it will be used for: Cyberpunk, Witcher, Forza Horizon,

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I have 1080p 240hz monitor, in future thinking about 1440p. I have 1tb M2 and it's already full so I think I'll need extra one. I want to play newest game on best garaphic for a next couple of years. I was thinking about this

https://pcpartpicker.com/list/DTxVMb

can someone tell me if it's good or should I change something?

And I will build this on my own, should I know something important before I start?

Z5 RGB memory modules are designed for Intel systems. Consider instead Z5 Neo modules,

1300W seems excessive. Consider a PSU that provides native support for the 12VHPWR connector used by the GPU. https://de.pcpartpicker.com/product/HXjBD3/thermaltake-toughpower-gf3-tt-premium-1000-w-80-gold-certified-fully-modular-atx-power-supply-ps-tpd-1000fnfagu-4

Consider getting a 2TB NVMe drive rather than 1TB. Prices are pretty good at the moment and in my experience one never has enough storage.

Check the motherboard BIOS before booting. You may need to update the BIOS to prevent possible SoC voltage burnout problems.

80+ ratings certify electrical efficiency. Not quality.

An RTX 4080 would be better for your build, even for a 1440p monitor. I also went with the 7900X3D, because the 7950X3D is too much. I usually recommend allocating more money for better other peripherals (speakers, blue yeti mic and headphones, new chair, new desk, etc.).

So here's the thing...

4 Grand is enough to build a top-tier gaming PC that will easily handle even 4K gaming at high FPS.

However, you said that you have a 240Hz 1080p monitor and you were thinking about moving to 1440p...

Theres just no reason whatsoever to spend 4000 Euros on a 1080p or 1440p machine unless you want to buy a new top-of the line Monitor, KeyBoard, and Mouse within that same 4000 Euro budget.

Remember that linus proved a while back that no human being can actually benefit from FPS beyond 144Hz, and that even professional E-Sports gamers say they can't even feel a difference beyond 240Hz. In my personal opinion you don't even need that much, literally ANY framerate in triple digits is a top-tier gaming experience.

So perhaps then instead pushing a massive budget like 4000 Euros for extreme frame rates, you could consider higher fidelity gaming. I personally run 2K Ultrawide (3440x1440p) and it is truly an awesome experience with that extra side-to-side vision. You could also consider 4K gaming with such a budget but you will be hard-pressed to see a clarity improvement from 1440p to 4K.

My Radeon RX 7900-XTX easily crushes the 3440x1440p resolution averaging 130-150 FPS on completely maxed-out Ultra-Everything settings on the most demanding games minus CyberPunk of course.

Let us know how you would like to proceed. You could either save a top on money or increase your target resolution greatly without any issues whatsoever. So what would be your preference?

should get you through all the years you want, everyone thinks the new titles are unoptimized (that IS a part of a problem) but in reality, devs have been bumping against hardware limitations for years, especially the 8GB VRAM barrier.

also the case might be a odd choice, but it has 250 5 star reviews for a reason.

this is the best PC anyone can buy (as of now).

Do you know good 4k monitor and how much Hz would be good? I bought monitor 2 years ago and its at maximum 140 fps anyway so 240 Hz is overkill. I saw Linus video about Hz too late xd.

And about 4k monitor 144hz.

Is that a good choice?

I would say its a pretty good choice.

The only thing is whether or not this is a gaming-focused build or not.

If you don't really use professional software then you don't really need the 12 cores of the Ryzen 7900. Instead you should look at the 7800X-3D, currently the fastest Gaming CPU on the market. Nobody needs more than 8 cores for gaming anyways, even 6 cores is plenty.

However if you edit videos or use professional software that can make use of the extra cores, you could even upgrade to the insanely powerful 7950 (X or Non-X doesn't matter PBO makes the Non-X into the X lol).

Just be sure to consider a 1200-Watt Power Supply if you end up with a more powerful CPU. 1000 Watt can handle 4090 with a standard CPU but if you get a top-tier CPU as well and you ever want to overclock, you will need a bit more power. Also, consider a Platinum-Efficentcy unit. This is a high-powered build and higher tier PSUs will save on your power bill as well as handle a bit more power than they are rated for without dying.

As for the monitor, ya 4K 144Hz would be perfect for that RTX 4090. At Ultra settings it averages a little over 120 FPS in most games at 4K, and it can go a bit further with some tuning.
