Steam client load slow

I have a lenovo legion 5 with an amd 7 6800h and rtx 3060 and I am using an external monitor at home. When I launch steam it takes 20-30 seconds even though it is already running in the background, but when I open steam library from the taskbar it launch instantly and when I am not connected to the external monitor it launches fast. When I disable amd driver from device manager, it launches fast too. I'm a student and I bring my laptop out to my campus, and I dont want to disable my amd driver as it'll messed up my refresh rate. Is there any workaround for this ?
