GPU Fans ramping up

Hi guys, My Gpu fans keep ramping up and down while playing any sort of demanding game

msi afterburner shows I'm hitting temp limit constantly even though its only reaching 77c

I havent messed with any fan curves I've only raised the temp limit to 90c 

When I do a stress test on Furmark after 5 or so minutes the gpu power usage drops to 80% tdp

I've took the pc apart and cleaned all the dust and checked airflow and all is ok, ive also ran it with the side panel open on my case with no change

any help would be appreciated

Specs are:

Gigabyte 550m Aorus elite Motherboard

Ryzen 5 5600x

Gigabyte rtx 3070 oc 

32gb DDR4 @3200mhz

Evga supernova 750 b2 Psu
