Cry For Help Pc lagging

Specs are the following

3070ti

3600 ryzen 5

850w psu corsair

16 gb ddr4 3000mhz

ssd 1 tb

b450-f gaming mobo

be quiet am4 cooler

 

I have been experiencing very horrid lag for the past 4 months on my pc and I am suspecting that it is the cpu bottleneck I get frame stutters in games like rust, gta unless I change some settings and most recently Hogwarts legacy a game that is know to be cpu intensive, so I am wondering should I upgrade my cpu or is there something else going on with my pc ? any help would be appreciated thanks

Taking the computer to a PC repair place isn't a bad start

 

But this could also be because of certain settings limiting framerate

 

But if you can afford the new CPU, then go for it
